Stricter seat belt and distracted driving laws have contributed to a decline highway fatalities in West Virginia, a state highway safety official said.
Figures released Wednesday by the West Virginia Southern Regional Highway Safety Program show 325 people were killed in accidents on West Virginia's highways in 2013. That's down from 338 in 2011 and 339 in 2012. The lowest number of highway fatalities is 315 in 2010.
Due to the State of Emergency issued for several counties in West Virginia, the Office of Emergency Services has issued a statewide Hours of Service Waiver, which is in effect until the end of the State of Emergency. This waiver was requested for fuel and water deliveries. A copy of the waiver is attached for your records.
Also, the Division of Motor Vehicles has issued an Emergency Waiver of Truck Registration - waiving any requirements under WV Law relating to trip permits, authorizations or licenses required for commercial vehicles operating in the State of West Virginia and transporting water and humanitarian relief to victims of water contamination. Please see attached waiver for required conditions that must be satisfied.
CDL-holders operating in interstate commerce have until January 30, 2014, to give their state driver licensing agency a self-certification statement and a valid medical certificate. For drivers licensed in West Virginia you have several options:

The West Virginia Trucking Association has donated $1,500 to the Southern West Virginia Community College Foundation to help it develop a Military Commercial Drivers License Program.
The Military CDL program builds upon state Military Connection Network efforts to speed up the CDL qualification and certification process for state National Guard members and reservists.
