A Montana federal judge’s ruling that threatens to further delay TransCanada Corp.’s Keystone XL pipeline comes at one of the worst possible times for the Canadian oil industry.

A wildfire that moved so fast that firefighters couldn’t hope to stop it quadrupled in size Nov. 9 after destroying several thousand buildings and leveling much of a Northern California town of nearly 30,000 people, authorities said.
